BQ27531EVM: Taper Current Setting

Hi,

I'm performing a learning cycle using the bq27531evm with a Panasonic Li-Ion 2000mah battery. In the spec, it is said that the "charge is terminated when charging current drops to 40mA". I then set the Data Flash Taper Current to 40mA to reflect this. I also changed the Quit Current to 20mA, Chg threshold to 30mA.

However, when I performed the learning cycle, the FC didn't set. The charging current continued to drop to 30mA until it was terminated by the charger at this point. Is there something wrong with my setting?

Note that I had successfully done a learning cycle before with the taper current set to default of 121mA. I just realized now that the spec is 40mA so I'm attempting to repeat the LC. In the 121mA taper current, the FC is setting successfully. 

Also, do I have to repeat the learning cycle whenever I change major settings such as taper current and terminate voltage? We are currently on the process of evaluating our system's min voltage. Right now it's 2900mV but could change. Do we have to repeat the learning cycle then?

While I wait for your reply, I'm attempting to redo the LC but with the taper current set to 90mA and see if the FC will set. But the target should be 40mA.
