BQ2970: recovery from discharge overcurrent status

We are developing with your IC BQ2970 battery protector ic connected to a 1-cell lithium battery.

The issues we see concern the recovery after a discharge overcurrent protection.

On the datasheet section 9.4.4 it's written that

If the load is disconnected, the V– pin
goes to VSS (BAT/2) potential.
This device detects the status when the impedance between Pack+ and Pack– (see Figure 26) increases and is
equal to the impedance that enables the voltage at the V– pin to return to BAT – 1 V or lower. The discharge
overcurrent status is restored to the normal status.

but in our case this doesn't happen. In our case the normal status is restored only connecting Pack- to Bat-. But this situation is very uncomfortable in the concrete case in which the end user has to do with a battery in which the battery is in the protection status.

The same if the ic enter in short circuit protection status.

The cell voltage is always 3.9-4.0 volt, so fully charged.
The schematic that we use is identical to the suggested one. I attach it.

I ask you a solution to this problem.
