This IC operates OCP operation in HICCUP MODE.
TI recommends that ICs that operate OCP operation by LATCH-UP be used.

When cycle by cycle current limit is used, the output voltage will decrease when current limit is reached due to duty cycle limitations. We have a few devices that will latch off if the output voltage fals below about 65 % of the nominal value. I do not think that they will accept an input voltage of 28 V though. Perhaps some other product line has a solution. I would recommend posting a new thread without the part number and ask for a device recommendation to meet your needs,
