PMP11064: negative terminal of PFC's Cout is not connected directly to ground

When studying this design I noticed that the negative terminal of C808 (capacitor 270uF450V at the output of the PFC) is not directly connected to ground but by a 10R resistor that is bypassed by a MOSFET some time after the power supply is switched on. I think the reason for this is to get rid of high current when it is switched on and therefore to increase lifetime of the capacitor. Is there any other reason? And is it worth the effort? Actually the MOSFET is expensive and most often (not in this design) there is an inrush current limiter by a varistor that also might reduce current at this point.
