See the title. These pins are designated NC and are on the 4 corners of the device. If these truly need to be NC, what are these pins connected to?

These pins are not connected to anything internally. They are meant to serve as mechanical "hold downs" to improve board level reliability and can be connected anywhere on the board.

Just note that the bottom pad of the power block is VIN, not PGND.
