LM2840: Question on LM2840 generating -3.3V

I am using LM2840 to generate -3.3V. The schematics is same as the example circuit in data sheet for generating 3.3V

My question is:  In the Electronic characteristics table, the Quiescent current (NO LOAD) is 1.35mA typical. In my circuit, -3.3V is generated correctly, but with 5mA quiescent current. Is this correct? I tried higher values of feedback resistors (R33,R34), getting same current. Also I connect a 100 Ohms load, the output voltage dropped to around -3.0V with total current 40mA. I did not expect the voltage dropping, can someone explain it ?
