BQ24100EVM: Battery not charging in fast charge region

Hello,

I am using the BQ24100 evaluation board on a single cell Li Ion battery. I haven't changed any of the current setting resistors or anything else on the eval board. However, when i take a battery with low charge and connect it to the battery charger eval board, I never see the current hit the "current regulation phase" and so it rises to something close to 1A but then immediately drops off as if it is in the "Voltage Regulation Phase." Basically, using multimeters to measure charge current and battery voltage, it seems that the battery is always in the charge termination phase so I never see the 1.3 A that I would expect to see. The result is that the battery takes a long time to charge.

Maybe my battery immediately jumps to 4.2V so the charger switches to termination phase? I don't know why the battery would do that and just skip the constant current phase. Maybe the eval board configuration needs to be adjusted? Any ideas would be helpful.
