TL5001: TL5001 Isolated DC/DC issue

I am working on a design that will use the TL5001. It is a DC-DC high Vout flyback converter(Isolated DC/DC).

Issue：

1.I use 100K resistance between RT & GND, System work oscillator frequency is 22K when on load is 3W, 100K at no-load. Why not always 100K.

2.I need control dead-time at 4.5us,Dead-time will be longer when input form 8V to 16V, Another situation is duty cycle goes to 0%, Now TL5001 not work or transformer saturation.

How can I solve this question?Please help ,Thanks!!!
