Hello Yokota san,
you can implement a flyBuck Boost which converts Vprimary to -16V out. And use a 1:1 turns ratio transformer for 16V out.

Hi Yokota,
the basic design is going this way:
1. Step down to less then 50% duty of your minimum Vin. So from min. Vin=8V that means Vout=4V on the primary.
2. Then choose transformer ratio to get 16Vout on secondary. in this case 1:4 ratio up.
3. Simulation or use quickstart calculator.
