May I connect VO and OUT?

According to “8.1 Overview” of the datasheet, “However, shorting the VO and OUT pins bypasses the isolation switch and enhances efficiency.”.
Therefore, our customer connects VO and OUT on the board but the output voltage is oscillated.
On the other hand, according to “9.2.1.2.2 Without Isolation FET”, “The efficiency of the TPS61093 can be improved by connecting the load to the VO pin instead of the OUT pin.”.
Therefore, we would like to know whether this connection method is correct.
