I didn't see a recommended total current capability for this device. Is it safe to assume the device can handle 50mA*8ch = 400mA provided the thermal dissipation/junction temperature requirements of the package are met?

max output current per channel is 50mA. But it is not recommended to parallel all outputs together to get 400mA output current, as current balance for each channel may be a problem .

Yes. The only limit is thermal dissipation. Once the thermal dissipation 8*I*I*Rdson* Rthja + Ta max <150C, it is ok for TLC6C598 to handle the current.
