Hello,
TPS61097A-33 is using with one cell battery (1.2 V) and is problem to start. Schematic is a typical connection from datasheet with a recomended parts (Inductor, capacitors).
When I connect to battery, power consumption is about 50 mA and on output is about 1.2 V, not 3.3 V as I eccept.
When I used laborator power supply instead of battery and increase voltage, the circuit start at 2.35 V and on output is 3.3 V. When voltage is dropping down to 1.2 V, it's still working well. But is problem to start with voltage lower than 2.35 V.
Enable PIN is connect over resistor 160K directly to Vin.
