    TLV1171 datasheet specifies Output current limit minimum = 1.1 A. When you apply the load current > current limit, the current limit activates and the Vout decreases as shown in your scope shot. After a period of time, the junction temperature rises to the thermal shutdown temperature. Your red box shows the time when the thermal shutdown activates repeatedly. The LDO shuts off until it cools to the reset temperature and then the LDO restarts. Since you keep the same load on the output, the LDO junction heats back up until it hits thermal shutdown temperature again, resulting in shutdown.
