TPS3897: delay time setting up to 4s

You can absolutely set the TPS3897A delay time to 4s. As you know the delay time can be calculated using the equation shown in section 8.3.4 of the datasheet. For 4s delay, the capacitor connected between the CT pin and GND would need to be 1µF, as you said. Our minimum and maximum delay times for this device can be seen below (refer to the supervisors and reset ICs quick reference guide.)

For the minimum (40μs) the CT pin can be left open and for the max (10s), the capacitor needed would be 2.5μF.
