LM3658 Charge Current

We're using LM3658 to charge a Li-Po battery, using a USB.

USB_SEL is pulled high, so according to page 4 of the spec the charge current should range from 400mA to 500mA.

However, when we measure the actual charge current, we see that it ranges from 300mA (at very low voltage) to 200mA (at higher voltage).

Are there any other factors which can effect the USB charge current?

Has any one encountered such issue?
