UCD90240: the Turn on / turn off behavior between Sequence dependencies and Pin Selected Rail States Configuration

Hi , 

I am  confusing on the logic when using Pin Selected Rail States Configuration. 

If PMBUS Command was OFF but Pin Selected Rail States was assert , what will enable pin become ?

If PMBUS command was ON but Pin Selected Rail States was de-assert , what will enable pin become?

If PMBUS  command was ON and Pin Select Rail States Configuration  was also assert , is the rail on or off only depended on sequence dependencies??
