TPS22976EVM: Problem with shorts to GND?

I just board one of these eval boards. Connected 3.3V to the input (J1, correct polarity) and my power supply goes into current limit mode. So I checked everything. All looks OK. I tried measuring the resistance from + to - and it's about 1ohm. In fact, all 4 screw terminals measure about 1 ohm between the terminals. Very odd. 

I even tried removing one of the terminals, put probing the pads also shows about 1ohm to GND. Has anyone else found this? They're supposed to be tested but I can't think of anything I can possibly be doing wrong. It's not a complicated board!

A bit more investigation: with the current limit set a bit higher on the power supply, the TPS22976 got very hot. So it must be assembled wrong. Which means it must not have been tested... Grrrr....
