TPS2481: TPS2481 voltage output

I set EN pin "high" (3.3V) already but output still is 0 V

could you please advice me, What could be the cause of this issue?

    Can you let me know the output capacitance and the load details. Please check your design using design calculator tool www.ti.com/.../toolssoftware

    Send me test waveforms of Vin, Vout, Gate, Timer, Iin to verify.

    I have some questions to ask you and need you suggest about TIMER function

    TIMER: An integrating capacitor, CT, connected to the TIMER pin provides a timing function that controls the
    fault-time for both versions and the restart interval for the TPS2481. The timer charges at 25 mA whenever the
    TPS2480/81 is in power limit or current limit and discharges at 2.5 mA otherwise.If TIMER
    reaches 4 V, The TPS2481 pulls GATE to ground and attempt a restart (re-enable GATE) after a timing sequence consisting of discharging CT down to 1 V followed by 15 more charge and discharge cycles

    My question:
    I really know this is not good question but I'm really confused Haha!!
    1. in the normal operating (supply load power is in power limit), this mean the Ct will be charged at 24mA and then reaches to 4V and disable GATE, correct?
    if correct, I think this is not reasonable, because why have to disable GATE while power is in limit
    if incorrect, how this function operating?
    2. what happen if have no load capacitance(Co)?

    1A) Yes. It is done for SOA protection of the external FET. If you look at the SOA plot of a power MOSFET, in linear region, the MOSFET would be able to handle certain amount of power for particular time interval.

    2A> For a chosen power limit value, the output voltage ramp-up time decreases with lower Co.
