TPS563209: No stable power supply possible when current is very fluctual

We have implemented the following circuit in our design as recommended by the WEBBENCH Tool to supply 3V3 to a development board connected to our pcb. The developement board is equiped with a Snapdragon MCU and pulls nearly 1.4A when booting; the TPS563209 section is designed for 2A so it should be supplying it easily, but breaks down when the highest current supply occurs. While the development is booting there is also a ver fluctual current consumption, which can be seen on the 3V3 voltage, too. We already tweaked the pcb with wires to make the current flow better and played around a little with the positioning of the single elements of the TPS563209 circuit.

We hope somebody can help us with this issue.
