Thanks for the clarification on 5V input. Just to confirm, the minimum AC before the device will shift power from the input to the backup battery is < 4.35V?

Regarding the battery, This is a Tadiran TLI-1520 battery. I have a datasheet for the battery (attached) . Will the TPS24031-Q1  be suitable for the charging mechanisms of this battery? The max charge current of the battery is 25mA.

    The battery will require a charge voltage of 4.1V and charge current of 25mA, termination is probably 10% or 2.5mA. The accuracy of the current is not listed. The bq24031 is designed for larger batteries and scaling down to 25mA / 2.5mA will be difficult, accuracy will be poor.
    Battery voltage requirement of 4.1V limits the number of chargers, most are 4.2V or 4.35V.
    The bq25100 or bq25120A may be an option they will support lower charge currents, package is chip scale/ball grid. Also not Q100.
    We do have bq24075-Q1 (4.2V) and bq24080-Q1 (4.2V) may support the current but not voltage.
    The combination of low current, 4.1V and Q100 is difficult.
