Hi Tetsuro,
The 1.8V here is the highest SS voltage that soft-start is completed, and not impact normal application case.
For most of case soft-start is completed at SS voltage about 0.6V.
Below diagram from datasheet may help you understand this: SS voltage clamp COMP pin voltage through PNP/PMOS, the COMP pin low threshold voltage is about 0.85V(no current), 1.5V on COMP pin already means high current.
