When I used UC2825 as PWM to run half bridge converter to get 16V output. I made EA(pin1) connected to pin 3(E/A out). and Pin 2(EA NI) connected to reference pin 16 through 10K resistor. How can I determine what the fixed duty cycle is?

You don't say if this is closed loop or open loop
If it is open loop the output of the error amp is 5V and the PWM is zero.
If it is closed loop then the PWM will be whatever value is required to maintain 5V on pin 1 (EA- input )
It is probably best to post a schematic with input and output voltages.
