TPS799: TPS79933 failure rate

I have designed my board with the TPS79933 on board. I have built about 500 without issue.

I have since outsourced the assembly and now the TPS79933 have a 60% failure rate. They are giving me 1.2-1.8v output instead of 3.3v.

What on earth could cause this? Has there been a bad batch released into circulation?

    I am not aware of a bad lot being released. So that I can be sure that I understand your issue, could you confirm that no changes were made to the layout or bill of materials between your successful builds and the new build? Would it be possible to provide a multi-channel scopeshot of Vin, Vout, Ven, and Iout? Additionally, could you provide a scopeshot of Vin, Vout, Ven, and Vnr? These will help me to see the relationship between the rails.
