1. which register can enable/open the PSE port (force open) without a PD presents?
2. Which register can read the input PSE voltage(generally 48V)?

Please see my answers below.
1. which register can enable/open the PSE port (force open) without a PD presents?
[Answer]Without connecting a PD, you can turn on the port through register 0x19 with the port being configured in manual mode. And you will also need to disable DC disconnect in register 0x13(the default is disabled).
2. Which register can read the input PSE voltage(generally 48V)?
[Answer]You can read input voltage from registers 0x2E and 0x2F. You can also read each port's current voltage from registers from 0x30 to 0x3F.
Before you configure the device, you will need to load SRAM code to TPS23880. Please download SRAM code from TPS23880 product folder and follow the steps in this tech note: www.ti.com/.../slvae12a.pdf
