Is there way to set Input UVLO less than 4.3V? (Request is 3.8V)
One customer want to set 3.8V ULVO on/off and EN/UVLO pin can set these threshold by R1 and R3, but Vin input UVLO could not set.
⇒Request is Device off: less than 3.8V, but in fact device off: about 4V.

The Minimum Recommended Operating Voltage for TPS259250 is 4.5V as shown in the Datasheet below. That means the device is not recommended to operate below 4.5Vin and the device parameters are also not guaranteed below 4.5V.
You can consider TPS2595x family of device for your requirement. These parts have better performance and are cheaper than TPS259250 as well.
