TPS2384: Why is TPS2384 allowed to classify and start powering Class 4 Poe device?

Hi.

In TPS2384 datasheet it is written that:

Compliant to IEEE 802.3af Standard

Over current threshold is 400mA max.

Meanwhile it can classify PoE Class 4 devices which can use up to 30 W of power. 

Why it allows classifying class 4 if it can't power it? Our clients might connect PoE devices to our product and see that it classifies them with class 4 and only later notice that when devices are really asking more than 15.4 W of power TPS2384 will disconnect the loads.
