LM5019: how do i run it with a 9 volt battery?

For a 9V battery, I don't think you need a device which is rated to 100V. Have you looked at TPS62745 and TPS62125 for your application?

Thank you for sharing the schematic.

The UVLO pin will control the 'turn on' point. Can you pull up the UVLO directly to VIN? The device will turn on once the minimum VIN requirement is met. Then, we will know if the lower turn on point you are seeing is due to the resistor network connecting VIN to UVLO.
