If they don't use PGOOD function, what is the recommended terminal proccecing? Is it ok to be OPEN?

Yes, it can be open or shorted to GND

Which is the PGOOD switch's status under the following condition, turened ON or turend OFF? If the PGOOD switch to be turned ON, is it ok as long as the switch current doesn't exceeds 1mA?

Vin=Open or 0V
PGOOD pull-up voltage=3.3V external supply

The PGOOD pin most likely will be off because you dont have a drive to pull it down low.
Normally I would put around 100k resistor pull up on 3.3V
