It's possible but it would make no sense because the Phase Shift Full Bridge is too complex for this power level and its Zero Voltage Switching feature has no advantage at 12Vin and these low power levels.

A better solution would be to look at a push-pull power stage - possibly the LM5036 would be a suitable choice. The Push Pull topology is used at up to 1kW in low input voltage applications like yours you can find many references to push pull designs at this power level so 600W would be ok.

The EVM for the UCC28951 PSFB is a 600W design and this is towards the low end of the range where this topology makes sense but I've never seen the PSFB used on a 12V input and to be honest I don't think it is a good choice at this input voltage level because of its complexity and the fact that ZVS is of no benefit at 12V input.
