I have a project for HV ceiling fan, so I want a solution spec is 

Vin: 82VAC~220VAC

Vout: 310VDC

Iout:2A~3A

     At 200VAC input the peak AC voltage is 311V, so in order to have a 310VDC output a flyback with a transformer is recommended.
     
     One of our PFC boost controllers configured as a flyback like UCC28050 (TM 1 phase) in PMP11155 or UCC28063A (TM 2 phase) in PMP10116 will be our first recommendation.
