TPS61200: Why TPS6100 has output at the moment of start?

I am testing a tps61200 breakout from sparkfun. The UVLO is 3V and the output is 5V. When I connect a 1.5V battery to the input, the output will jump to 5V but fall to 0V immediately( very quick), and it will then output 0V as 1.5V<UVLO.  However, if I use the adjustable DC source, adjusting the input from 0V to 4V, the output will remain 0V(no jumping) but rise to 5V as soon as the Vin=3V. Later, I adjust the DC source to 1.5V and connect it to the input, the output will follow the same trend caused by the 1.5V battery.  How to explain the 'Jumping of voltage"? Is it a normal phenomenon?  I thought that the UVLO should work as soon as the tps61200 start(around 0.5V input) but it seems that it has some delay.
