TL7757: TL7757 Pin1 why always is low status?

Dear,

We use TL7757 as below schematic, but we find  TL7757 reset pin always is low status.

what`s going on?

have R107 and R761 =>T28 test point is low and  U14.Pin1 also is low.

remove R107 and R761 =>T28 test point is High but   U14.Pin1 always is Low.

why TL7757 reset pin always is low status?
