My customer reported that the APD PIN was short-circuited to the ground, and the TPS2373 could not work. At present, he can work after APD is open(R7 open).
Does R7 OPEN have any influence?

I believe your issue is that you connected APD to VSS. Per the datasheet it should be connected to RTN instead. Please try this and see if it solves your issue.
We do not recommend leaving APD floating. That would make the operation sensitive to board leakage making it unreliable.

The APD has an internal 5M-ohm resistor pull down to RTN. So effectively it should have the APD = RTN, which means that the APD functionality will be disabled. However, please keep in mind that you may have noise susceptibility since the pull down is very weak (5M-ohm). In general our recommendation is to tie the APD to RTN.
