The schematic looks fine, with two remarks:
Please try another unit, and send us the scope plots of VIN, VOUT, L1 and L2 voltages during startup.
I see you have a via on VIN/EN pads. Unless it is a plugged via, this is not recommended. Solder may get sucked in from the pins, leaving too little solder for a reliable connection, so I would check if VIN/EN pins are actually soldered.

Thanks for your solution.
Our engineer has add a larger cap externally and we have tried two modules, but no much luck yet.
The contact of VIN/EN are properly soldered.
We are using a different DCDC converter as an alternative solution at this moment.
I will ask the engineer to provide the VIN, VOUT, L1 and L2 voltage shortly.

In the meantime, could you please post the operating conditions: Vin, Vout and Iout range?
One more remark - you should add more GND vias, especially on the GND side of C1 and C3. A good GND connection is extremely important for switch mode converters.
