There is no the minimum voltage tolerance on the datasheet. Could you help check it? The customer find the OUTB is short to VCC. Could you tell in what condition this two pins may short together?

The Absolute Maximum Ratings specifies the stress levels that, if exceeded, may cause permanent damage to the device. However, these are stress ratings only, and functional operation of the device at these or any other conditions beyond those indicated under Recommended Operating Conditions is not implied. Also, exposure to absolute-maximum-rated conditions for extended periods may affect device reliability. For the UCC27424QDRQ1’ OUTx pins, these ratings are as shown below:
