BQ25100EVM-654: Not seeing expected battery currents

I am using the BQ25100EVM-654 to test the BQ25100 in order to use it in a TIDA-00318 like design. In order to test the chip I have set the charge current to 25mA, 40mA, and 100mA (with a 10% termination current) and tested it with a 350mAh Li-Ion battery. However, in all of these cases I run into the following issues/have the following questions:

1) The module draws 100mA even when I short TS to GND (disabling the chip), which seems strange.

2) While I expected Vout to be 4.2V in the absence of a battery, I usually see a voltage of ~3.1V.

3) Despite a battery voltage of ~3.2V, the current into the battery is always some single digit number of mA, as opposed to any of the values I set.
