the question i asked is not the standard of BT, it's the standard of AT.

and can you tell me when the newest AT standard was been released?

Kane, My apologies - I focused on the phrase "newest standard" ...which is the .bt standard.

IEEE 802.3at was ratified in September 2009 - 10 years ago!
