Is there a time limitation that the device will be no problem if voltage ramps up beyond the absolute maximum ratings?
-4.0V, 40ns is assumed in worst case.
Does it cause permanent damage to the device even 40ns?

Hi
Do you mean the supply voltage has large ripple?I can't get what you want to ask.
if -4.0 is assumed in worst case in 40ns, i think that have risk to damage devive;So we don't recommend you use in this case.
if supply is over 40v due to voltage ripple, we recommend you to add some filter capaictors to reduce the ripple;
if the supply voltage is over 40v, we recommend you to add a LDO or buck before the device.
