TPS61020: Low Battery shutdown

   I am using the TPS61020 to boost 2.4V ( two chargeable NiMH batteries) to 4.8V. We have to shutdown the TPS61020 , when the battery voltage reaches 1.8V.

We are using a resistor divider across LBI for the low battery detect.

In the present circuit configuration, the device is not getting shutdown because when the Low battery threshold is reached , LBO is pulled low, the device shuts down causing the LBO to be in high impedance state and thereby again enabling the device. It continues to toggle between ENABLED and DISABLED states. 

Is there any way TPS61020 can be shutdown at low battery conditions
