BQ33100: BQ33100 - does it balance ?

There is confusion on the BQ33100, hence a few questions

1) Does the BQ3100 actually balance or monitor ?  we need it to balance 5 caps

The evaluation board has 5 caps, http://www.ti.com/lit/ug/sluu466/sluu466.pdf

 the device itself supports 9 caps !, and we really need 6, http://www.ti.com/lit/ds/slus987b/slus987b.pdf, so we cannot balance if we have 6, so will have to stay with 5

 We need to use ‘Normal’ vs ‘Stack’ mode to ensure each cell is balanced http://www.ti.com/lit/an/slua751/slua751.pdf

“In Normal mode, the voltage across each capacitor in a stack of 2 to 5 series caps is continuously monitored, and optionally balanced.”

 so, does it balance 5 cells ? through charging from a separate charger, i.e 

2) The schematics basically has a 100R and a Series FET across each cap for balancing.  

3) Do I need a micro for operation, or this can be configured over I2C once at manufacturing, then left alone to work as is, and use I2C for monitoring only ?

4) if I have 5 caps, 3V, but for 5yr life, charge to 2.6V, and with 5, makes pack voltage 13V.  discharge to 4.5V min, as Vin for downstream Vregs, what is the config ?

5) what is the best charger, i need to charge in 30 seconds, from 12V, so boost to 13V

6) if I use 4 cells, pack voltage is 10.4V, do I need a charger?  as the reference circuit has a discrete component 'charger', pg 11, http://www.ti.com/lit/ug/sluu466/sluu466.pdf
