Thanks for reaching out with you question.

C4 and R1 are used to help dampen resonance in the control loop that is common in SEPIC designs where a coupled inductor is not used. If a coupled inductor is used for the magnetic is resonance is naturally damped.

I there should not be any issue reducing this value. But please ensure that the customer checks the control loop when doing evaluation.
