LM2776: LM2776 question about no output voltage?

Dear support member,

My customer used LM2776.

I have a question.

(phenomenon)
This part is used in the circuit of + 5V → -5V generation.
About + 0.7V is output without generating -5V.
(There is no switching wave form even when looking at the C1 + and C1- pins.)

(Question)
Could you teach the possible causes?
