ATL431 uses bipolar process. I will confirm experts and let you know if it is safe for radiation.

Is this an educated guess? Do you have guesses for TID or SEE performance? Actual data?

Our devices that have TID or SEE or any rad certification have it on the datasheet. I believe we initially misunderstood the question about radiation since some applications do not need certification. We do not have RAD data for TL431 that was listed above.
The only TL431 like device that is radiation certified is the productions below.
TL1431-DIE or TL1431-SP. See datasheets below for the products that can support certified radiation certification as listed on the datasheet..
