BQ25570EVM-206: How to do bq25570evm

To operate this bq25570 evm board, I am not sure what I need to do is supply power to the board or supply voltage. I tried to charge the VSTOR by supplying a voltage to the VIN_DC terminal with a power supply device, and through it to power up the board. However, the VSTOR value did not go up and changed even if the VIN_DC terminal was loaded with a lot of voltage So I want to know exactly what to do to get the board up and running. There are many things I don't understand to just look at the data sheet.
If I have to put in power instead of power supply by running the board, I would like to know if I should have a separate source meter and supply current to the VIN_DC terminal as well.

    The IC is a boost converter.  The MPP voltage (e.g.=80%*VOC of solar panel) at VIN_DC must be less than VBAT_OV=4.2V.  To simulate a high impedance source, you use a regular power supply with a series resistor or a source meter with current limit set low. 

    If the voltage at VSTOR < VSTOR_CHGEN~=1.8V then the device operates in cold start mode.  Cold start is a very inefficient boost converter.  If you place a partially charged storage element at VBAT > 1.8V, you can bypass cold start.

    Once VSTOR_CHGEN, the main boost converter turns on and the charger works normally.
