Vref accuracy of TPS7A4701 is not specified on the datasheet.
Is it ±1% as well as output voltage?

The total steady state output accuracy is typically dominated by the reference voltage.
There is also line regulation and load regulation to consider.
The value highlighted in your table is at room temperature only, and includes Vref, Line Regulation and Load Regulation.
Across temperature the 2.5% value is a better estimate.
The table lists line regulation and load regulation to be roughly 0.4% tolerance (typical) across temperature.
For more precise values for your specific application, you can consult the graphs in the datasheet.
Therefore, an even more accurate Vref tolerance across temperature would be 2.5% - 0.4% = 2.1%.
This is such a small error that in many cases you can just assume 2.5% is the Vref across temperature.
