TPS2540: TPS2540 can recognize USB3.0 but can not recognize USB 2.0

Hi Team,

My customer are using TI's TPS2540 as the charging current limiting chip for the USB 3.0 interface.

The circuit is shown in the figure below.

The CTL1, CTL2, and CTL3 of the 2540 are all set high, and the 5V output of the 2540 is also normal.

When TPS2540 connected to PC (TPS2540 is slave), it could update data from PC.

When TPS2540 connected to USB 2.0 U disk (TPS2540 is master), it can't identify the U disk. 

However, when remove the TPS2540 from the board, USB 2.0 U disk could be identify.

Here is the DM and DP Waveform when connected to TPS2540.
