The minimum cold start input power of the VSTOR reaches the VSTOR (CHGEN) and the PIN (CS) is described as 20uW, allowing normal charging to begin. Then, I set VIN=650 mV, since VIN has to be out of CS mode and the board must be larger than VIN(CS) for normal operation. If so, if the VIN is set to 650 mV and PIN(CS) = 20uW, the current should be set to 30.77uA. I want to know if the board can operate even if the current entering the board is as small as 30.77 micro amperes.

    Yes, cold start should operate at that power level and, assuming no resistive load on VSTOR, VSTOR should charge to ~1.9V and the battery at BAT through the internal PFET diode should charge to 1.9V less a diode drop.  Once VSTOR=1.9V, the boost charger turns on and continues to charge the battery.
