Normally LDO's don't require an input capacitor for stability. Normally the input capacitor is present to prevent excessive voltage drop at the input in the event of a large load transient. To address this the TPS7A19 has the following statement:
This recommendation is to mitigate any parasitic resistance and inductance between the input supply and the device.
