On the BQ26220 Battery Monitor IC (Coulomb Counter), what voltage does RBI have to be to provide register backup power for absolute minimum current consumption ? And what state should the other pins be for this register backup condition ?

Hi Jatan,
The RBI pin is not connected to a power source, just a 0.1uF cap. In hibernate mode, the RAM data will be maintained and the operating current will be approximately 600nA. See page 9 in the datasheet for description of this mode.
In hibernate mode, Vcc should be below the POR threshold (2.45V).
