Is it possible to use a IC like TPS2511 to charge USB-C devices (Smartphones) with a maximum of 300mA ?
What ICs would work best for that?

Yes you can program the TPS2511 to have a low maximum current through the use of the ILIM_SET pin. You can reference Figure 25 in the datasheet for what resistance you should use

Are you conencting to a Type-C port? If you are wanting a Type-C port controller, I would recommend the TPS25810. However, if you are connecting to a Type-A port, but want to be able to support Type-C devices, you can use the TPS2511. The CC pullup resistors will be placed within the Type-A to Type-C cable.
